Reports at NXS-GRX
Where every output of the Consortium’s programme is published, in every format, with its sources, its status and its corrections. The Index desk reports what NXS-GRX measures: results by country and ADM level, the data releases they come from, method changes, coverage and gaps. No index value is published until an edition is released from a governed evidence cut.

This desk’s editions: Measurement.
Index results by country and ADM level, data releases, method changes, coverage and gaps. Each edition is in preparation: its frame is set and chapter 6 carries the desk’s reading from the Global Centre for Risk and Innovation (GCRI) edition. They are parts of the Reports Collection 2026, compiled by GCRI Canada.

Cycle dates are set by the editor. The Collection is released only after every desk edition in it is released. A desk that does not release in a cycle is listed as not in this cycle, never filled in by another desk.
Every edition, every output, every format.
Filter by region, theme, year and the formats on this site. Each edition opens its outputs, where they came from and how to cite them. An edition is published only when it is deposited with its DOI; until then it stays in stewardship review.

Global Systems 2026
The State of Interdependent Risk, Readiness and Frontier Change, the global baseline.
Abstract
The world enters 2027 more than 1.4 °C warmer than in the late nineteenth century. 2024 was the warmest year on record at 1.55 °C and 2025 the second or third warmest at 1.43 °C; the eleven years 2015–2025 are the eleven warmest observed [1]. Natural disasters caused US$224 billion in losses in 2025, of which US$108 billion was insured, the sixth successive year above US$100 billion insured, driven by floods, storms and wildfires rather than one peak event [2]. Energy-related emissions reached a record 37.8 Gt CO₂ in 2024 [4]; about 673 million people faced hunger [7]; monitored wildlife populations fell by 73% on average between 1970 and 2020 [9]. This Baseline Edition fixes the reference state for the global water, energy, food, health and biodiversity system, maps the couplings through which shocks travel between regions and sectors, and sets the questions the 2027 global edition will answer from national, regional and sector evidence. It ranks no country. It establishes where the evidence stands, what remains uncertain and what to watch.
Headline finding
Insurers covered about 48% of the US$224 billion in natural-disaster losses in 2025, about 70% in North America, about half in Europe, about 12% in Asia and under a fifth in Africa.
Implication
The protection gap is widest where exposure is growing fastest and fiscal space is thinnest. Uninsured losses become household debt, delayed reconstruction and pressure on public budgets, which feed back into vulnerability before the next event [2] [13] [18].
One coupled system, every edition, every finding.
Across scales, through this site’s lens, the headline findings and the six pillars: one reading at a time.
One coupled system, read from the planet to the country.
Every edition assesses the same five core systems and the twenty couplings between them, at its own scale. Read together, they show where shocks travel, where they loop back and amplify, and where national context changes the picture.

- CANCanadaInsurance has covered about 54% of societal catastrophe losses in Canada over 43 years; in 2025, C$1.0 billion of C$3.4 billion in societal losses was uninsured.
- USAUnited StatesNorth America carried US$133 billion of the US$224 billion in global natural-disaster losses in 2025; about US$93 billion, roughly 70%, was insured.
- GBRUnited KingdomAbout 6.3 million properties in England, roughly one in four, are in areas at risk of flooding from rivers, the sea or surface water, potentially rising to around 8 million by 2050.
- FRAFranceNuclear output fell to 279 TWh in 2022, the lowest since 1988, as stress-corrosion repairs coincided with heat and low river flows that limited cooling; output recovered to about 362 TWh in 2024.
- DEUGermanyThe floods of July 2021 killed more than 180 people in Germany, 135 in the Ahr valley, and caused damage of about €40 billion, while only about 54% of homes carried natural-hazard insurance.
- ITAItalyItaly recorded 18,010 heat-related deaths in the summer of 2022, the highest number of any European country, and a further 12,743 in 2023.
- JPNJapanThe 2025 revision of the Nankai Trough damage estimate gives a worst case of about 298,000 deaths and ¥292 trillion in damage, with tsunami the leading cause of death.
- GS-01Global WaterIn 2022, 2.2 billion people lacked safely managed drinking water and 3.5 billion lacked safely managed sanitation, and 2 billion lacked basic hygiene facilities at home.
- SR-01Global PolycrisisInsurers covered about 48% of the US$224 billion in natural-disaster losses in 2025, about 70% in North America, about half in Europe, about 12% in Asia and under a fifth in Africa.
- XT-01Artificial Intelligence and Agentic SystemsData centres used about 415 TWh of electricity in 2024, about 1.5% of the world total, and the IEA projects about 945 TWh by 2030, driven mainly by accelerated servers for AI.

Experts and practitioners: bring what you know to the next edition.
Researchers, practitioners, public bodies, companies, communities and students can contribute through NXS-GRX. Material received before the next evidence cut is reviewed for that edition by the key that owns its subject, and credited if it is used.
- EvidenceEvidence layer of the next edition; cited with its release
- CorrectionA published notice and, where upheld, a new version
- Case studyA boxed case in a chapter or an Evidence Brief
- Analysis or methodMethods and Technical series, or a chapter annex
- Peer reviewThe edition’s review record
- TranslationA translated edition linked to its source version
- Profile inputThe profile’s next quarterly update
Anything sent through a gateway or a Zenodo community request gets one record, one screening, one review by the key that owns its subject and a decision with a reason.
| Step | What happens | Source |
|---|---|---|
| 01 You bring something | Evidence, a case, a correction, a method, a review, a translation or input to a profile: anyone can contribute, with or without an account. | |
| 02 Two routes in | Send it through the NXS-GRX gateway (GW-GRX), or deposit your own record on Zenodo and submit it to the Reports community. Both routes reach the same review. | |
| 03 Screening | The editorial office checks rights, licence, personal data, safety and scope. Material that fails is returned with the reason. | |
| 04 The owning key reviews | The Index desk reviews measurement: every index value against its data release, its method note and its coverage; no value is published before an edition is released. A subject owned by another key goes to that steward instead. | |
| 05 A decision with a reason | The series editor uses it, holds it for a later edition or declines it, and the reason is recorded either way. | |
| 06 Credited in the record | Used material enters the edition record with a UNI and your CRediT role; Nexus material is published under CC BY 4.0. | |
| 07 Citable, found and taught | The edition’s version DOI carries the credit, the metadata flows to ORCID, OpenAIRE and OpenAlex, and Risk Academy can teach from the cited edition. |

How an edition reaches the open record.
The quarterly release, step by step, with the pillar that runs each step and its source.
Every edition is built from a sealed evidence cut, reviewed under three keys, signed and deposited before any site shows it as published; corrections go to Nexus Standards as change proposals and feed the next cut.
| Step | What happens | Source |
|---|---|---|
| 01 Evidence arrives from the pillars | Foundry seals observations and indicator series, Universe hands over after-action and scenario findings, and contributions are screened at every gateway, including this site’s. | |
| 02 The cut is sealed | On the cut date the evidence is pinned under one identifier, so anyone can rebuild the edition from exactly what it was built on. | |
| 03 The edition is assembled | The edition is drafted from its template and content pack. Agents may draft; they never publish and never decide. | |
| 04 The keys turn | The Index desk reviews measurement: every index value against its data release, its method note and its coverage; no value is published before an edition is released. No edition moves on until every key has been turned by a named steward. | |
| 05 The gate opens | A named approver releases one exact digest of the edition; any change after this point is a new version, never a silent edit. | |
| 06 Signed and deposited | The PDF, the web edition and the data bundle are signed together with a manifest and an RO-Crate description, and deposited on Zenodo with a concept and a version DOI. | |
| 07 Published on its desk’s site | Only then does the edition show as published on its desk’s Reports site, and the Collection lists it as a part. | |
| 08 Corrections go to Standards | Method and correction findings go to Nexus Standards as change proposals; citations, corrections and new contributions feed the next evidence cut. |

Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the Index Measurement desk. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work. Sent to the wrong desk, it is forwarded, not refused.
