Measurement
The Measurement editions of the Index desk: index results by country and ADM level, data releases, method changes, coverage and the gaps in the data.
What the Index desk reports.
Measurement: the index results by country and ADM level, the data releases they come from, method changes, coverage and the gaps in the data. No index value is published until an edition is released from a governed evidence cut.
| Chapter | Frame | What it will report |
|---|---|---|
| 1. What is measured | The question | The indicators, hazards and indices in scope, with their definitions and sources. |
| 2. Results | Findings | The index results of the edition, each with its scale, interval, class and source; empty is not zero. |
| 3. Results by system and ADM level | By system and sector | Results by system and by administrative level, from the country (ADM0) to ADM1 and ADM2 where boundaries are licensed. |
| 4. Coverage and data gaps | Risk and capability | Where data is missing, dated or withheld, by country, ADM level and indicator. |
| 5. Sensitivity | Scenario | How results move when weights, sources or methods change under stated assumptions. |
| 6. Readings from the other desks | Readings | Readings from the other desks: cross-references to their editions for the same scope, not copies of them. |
| 7. Data agenda | Agenda | The sources, releases and method changes the next cycle takes up. |
| 8. Method and release notes | In depth | The method of the edition, the data releases it uses and every change since the last release. |
From the country to ADM2.
Each country profile of the Index is structured from the country (ADM0) down to first- and second-level subdivisions (ADM1 and ADM2) where licensed boundaries exist. Boundaries come from geoBoundaries gbOpen (William & Mary geoLab), with a licence gate per country; vector tiles are keyed to ISO3, ADM1, ADM2 or H3 cells.
| Level | What it is | Where it appears |
|---|---|---|
| ADM0 | The country | Every country profile and every Measurement edition |
| ADM1 | First-level subdivisions | Where gbOpen boundaries are licensed for the country |
| ADM2 | Second-level subdivisions | Where gbOpen boundaries are licensed for the country |
| H3 | Hexagon cells | Open layers such as population, summed per cell |

Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the Index Measurement desk. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work. Sent to the wrong desk, it is forwarded, not refused.

Every quarter closes on a sealed evidence cut. Contributions received before the cut are reviewed for that edition; later ones wait for the next.
