01Overview

South Africa enters 2027 as a middle-income economy of 63.5 million people whose water and electricity systems are under strain, whose food supply is currently ample, and whose floods have become deadly at provincial scale [1] [7] [14] [15]. Greenhouse-gas emissions were about 478 Mt CO₂e in 2022 excluding land use, with energy supplying 78% of the total [2]. The second climate contribution, submitted on 24 October 2025, sets a 2035 range of 320 to 380 Mt CO₂e including land use, and the Climate Action Tracker rates it insufficient [3] [4]. Energy shed by load-shedding fell 82% between the first halves of 2024 and 2025, while the Eskom fleet energy availability factor stayed near 58% and tariffs have risen 190% since 2014 [5]. Water is the nearer constraint. In the 2025 Green Drop assessment 47% of 848 wastewater systems were in a critical state, and non-revenue water was 47.3% [8] [9]. The 2025 maize harvest was well above average and the 2026 forecast is 17.1 million tonnes [7]. Floods killed 459 people in KwaZulu-Natal in 2022 and, by the provincial count, 102 in the Eastern Cape in 2025 [14] [15]. About 7.8 million people were living with HIV in 2026, and life expectancy at birth was 65.5 years for men and 71.0 for women [1]. This Baseline Edition fixes the reference state for South Africa’s water, energy, food, health and biodiversity systems, maps the couplings through which grid, water and flood shocks travel, and sets the questions the first operational edition will answer with Foundry evidence in Q1 2027. It reads against peer distributions and thresholds, and it decides nothing.

All sixteen sectors are screened on the same grammar, so that later editions can say what changed. The evidence column describes coverage of the baseline evidence, not the performance of the sector.

06System couplings

The South Africa matrix types the twenty couplings between the five core systems. Strengths are Nexus estimates from the cited evidence and analogue events; they set the starting graph that the Q1 2027 Foundry cut will test.

10Lenses

The baseline is read through each steward’s lens, then once as a whole. Each lens is a projection of reviewed findings, not a separate argument.

  • Technical Truth

    GCRI · KEY T

The evidence supports a coupled reading of South Africa’s risk: the grid is steadier than in 2024, but water services are weaker, and floods have become deadly at provincial scale. Evidence is strongest for emissions, population and wastewater results, and thinnest for ecosystem condition and recovery capability.

  • Public Meaning

    GRF · KEY M

For most people the risk arrives as a power cut, a water interruption or a flood warning. The baseline asks that public debate weigh how treatment failure and tariffs fall on households and towns.

  • Capital Meaning

    GRA · KEY F

Readiness implications only. Tariffs are up 190% since 2014 and insured flood loss is not bound [5]. These show where finance-readiness evidence will matter. Nothing here is advice, a rating or an endorsement.

  • Synthesis

    NEXUS

South Africa publishes strong open assessments of its water systems and its emissions. The 2027 programme should map grid and water dependencies, test the power-and-wastewater pathway at province scale, and bind the missing biodiversity, food-insecurity and loss series.

11Portfolio
