01Overview

Australia enters 2027 as a high-income, highly urbanised country that is also a large net energy exporter, an arid-continent water system and one of the most fire-exposed populations in the world. Its resident population reached 27.92 million at 31 March 2026, growing 1.4% in a year, about three quarters of it through net overseas migration [1]. Emissions excluding land use were 591.5 Mt CO₂e in 2024, against 605.2 Mt in 2019 [8]. The legislated targets are 43% below 2005 by 2030 and net zero by 2050, and a 2035 target of 62 to 70% below 2005 was set in September 2025 [18] [19] [20]. Wind and solar supplied 33% of electricity in 2025, and fossil fuels still supplied 61% [16]. Australia exports more energy than twice what it uses, yet the baseline holds no bound figure for liquid-fuel stock depth [11]. Agriculture, forestry and fishing used about 68% of the water consumed in 2023–24 [5]. The 2019–20 Black Summer fires burnt about 24 million hectares, killed 33 people directly and were linked to an estimated 417 smoke-related deaths [22] [23]. This Baseline Edition fixes the reference state for Australia’s water, energy, food, health and biodiversity systems from sources that could be read at evidence close. Where a national dataset could not be read, it shows as a designed empty state that names the source and the blocker. The edition ranks nothing and decides nothing.

All sixteen sectors are screened on the same grammar, so that later editions can say what changed. The evidence column describes coverage of the baseline evidence, not the performance of the sector.

06System couplings

The Australia matrix types the twenty couplings between the five core systems. Strengths are Nexus estimates from the cited evidence and analogue events; they set the starting graph that the Q1 2027 Foundry cut will test.

09Scenario

Hot, dry summer in the populated south-east. A conditional statement under stated assumptions, never a prediction.

Scenario assumptions
AssumptionSetting
Baselinethe 2026 reference state in this edition
Driversan extended heat wave in a dry year, with large fires in peri-urban areas and smoke over a capital city
Analogues2019–20 fire season [22] [23]; no other analogue bound
Interventionsnone modelled, the specification describes the unmitigated case
Run statenarrative specification; quantified Foundry run scheduled for Q1 2027

10Lenses

The baseline is read through each steward’s lens, then once as a whole. Each lens is a projection of reviewed findings, not a separate argument.

  • Technical Truth

    GCRI · KEY T

The evidence supports a coupled reading of Australian risk: fire, heat and dry years act on water, energy and health together. Evidence is strongest for population, water consumption and electricity mix, and weakest for losses, lifelines and the condition of nature.

  • Public Meaning

    GRF · KEY M

For most people risk arrives as a smoke day, a heat warning or a water restriction. The baseline asks that public debate weigh how long distances and an ageing population change who can be reached and how fast places recover.

  • Capital Meaning

    GRA · KEY F

Readiness implications only. Insured and uninsured loss series are not bound, and climate-related financial disclosure standards now apply to large entities [52]. These show where finance-readiness evidence will matter. Nothing here is advice, a rating or an endorsement.

  • Synthesis

    NEXUS

Australia publishes strong statistics on population and water and a clear legal frame for emissions. The 2027 programme should bind loss, fuel-stock and lifeline data, test the compound summer, and measure the condition of nature.

11Portfolio

Five initiatives and one Universe mission candidate are proposed for admission at the Q1 2027 alignment. They are programme objects, no partner, funder or member is attached to them in this edition.
