01Status

Draft. Not in force.

This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.

02Policy

Free to read

Every digital version and every publication of Reports and its International Journal of Global Risks and Governance (IJRG) is free to read. There is no paywall, no registration wall, no embargo on text and no fee to readers or authors. The model is diamond open access. Sponsorship is the only form of support. There are no donations.

03Policy

Licences we use

  • Text, figures and maps: Creative Commons Attribution 4.0 International (CC BY 4.0, SPDX CC-BY-4.0).
  • Data: Creative Commons CC0 1.0 Universal (SPDX CC0-1.0).
  • Code published with a publication: an OSI-approved licence. We recommend Apache-2.0. MIT is allowed. AGPL-3.0 is allowed only where a project chooses it and the legal register records the decision.
  • Code carries CITATION.cff and codemeta.json.
04Policy

Licences we do not use for our own outputs

We do not use NonCommercial (NC), NoDerivatives (ND) or ShareAlike (SA) terms for our own publications. They block reuse, text and data mining, and translation, and they do not meet DOAJ or Plan S expectations.

05Policy

Copyright stays with authors

Authors keep copyright. Each author grants a non-exclusive, worldwide, perpetual licence as set out in the Contributor Agreement. The publisher does not claim copyright in author work.

06Policy

Third-party material

Third-party text, figures, maps, data or code is used only if its licence is recorded and compatible with the licence of the work that carries it. Each item is listed in the licence manifest with its SPDX identifier, source, attribution and a compatibility flag. Material with no licence, an NC or ND licence, or an unknown licence is not used unless counsel clears it in writing.

07Policy

What is never published

Items whose state is restricted, prohibited or legal-review-required are never published. Personal data and information hazards are handled under the Research Integrity and Ethics Declaration.

08Policy

Machine-readable record

Every publication, edition pack, RO-Crate and Zenodo record carries a licence manifest (licence.json) with SPDX identifiers and a rights statement. Every page and PDF shows the licence badge and the rights line. The licence field is required and validated at submission and at release. A release is refused if the manifest is missing or invalid.

09Policy

Rights line

"Free to read. Text and figures: CC BY 4.0. Data: CC0 1.0. Authors keep copyright. Published by GCRI Canada."

10Policy

Archiving

Released items are deposited in Zenodo under the conditions the owner approved. A deposit is public and effectively permanent. A correction is a new version, not an edit.

11Policy

Governing law (proposal)

The laws of Ontario and the federal laws of Canada applicable therein. Counsel to confirm.
