Draft. Not in force.
This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.
Purpose
The Reports Council provides independent oversight of Reports and IJRG.
Membership
Members come from outside the Editorial Board, at least one per region, and none is sponsor staff. Networks without a desk join as observers until a desk is agreed. Names are filled by the owner; no one is listed without consent.
Duties
Hear appeals; review policy; receive the annual integrity report; hear sanction appeals under the Code of Conduct; oversee the misconduct procedure.
Appeal panels
A panel of three members with no earlier involvement hears each appeal. The panel upholds or overturns within 30 days and publishes its reasons.
Independence and recusal
Members declare interests, recuse where they have a conflict and publish recusals. They are not instructed by the publisher, sponsors or networks on any case.
Confidentiality
Case files are confidential. Outcomes and reasons are public as the policy states.
Record
My acceptance is recorded in the acceptance ledger. It is an acceptance record by my signed-in account, not a qualified electronic signature.
Governing law (proposal)
The laws of Ontario and the federal laws of Canada applicable therein. Counsel to confirm.
