Draft. Not in force.
This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.
Title
International Journal of Global Risks and Governance (IJRG), part of Reports.
Owner and publisher
Owned and published by GCRI Canada (The Global Centre for Risk and Innovation), publisher of record and Collection editor. The networks that publish Reports feed the publication. Authors keep copyright.
Aims
Publish evidence, methods, data and analysis on global risks and how they are governed, openly and with a reviewed, citable record.
Scope
Systems evidence by country, region and sector; methods and models; data packages; standards progress; capability and learning; measurement; national desk editions; corrections and reviews. Content that gives serious uplift to mass harm is not published.
Frequency
Quarterly: Q1 State and Agenda, Q2 Evidence and Build, Q3 Stress Test and Readiness, Q4 Annual Synthesis and Renewal. A collection is released only after every desk edition in it is released.
Access model
Diamond open access. Free to read. No paywall, no embargo on text, no fees to readers or authors. Sponsorship is the only form of support.
Licences
Text, figures and maps CC BY 4.0. Data CC0 1.0. Code under an OSI-approved licence, Apache-2.0 recommended. A licence manifest is required at submission and release.
Peer review model
Open, staged review in five passes: evidence, method, stewardship, copy and claims, release. Authors see every report. The review log is public. See the Peer Review Policy.
Governance
Editorial Board decides in nexus-governance. Reports Council hears appeals. Every editor, reviewer and author signs the agreements in the requirement matrix. Names are filled by the owner; no one is listed without consent.
Identifiers and indexing
The UNI is the primary identifier; a DOI is secondary. ISSN: not assigned yet (route to be chosen by the owner). Crossref, DOAJ and Google Scholar: not applied for. See the IJRG indexing routes document. Do not claim indexing before it is granted.
Preservation and archiving
Released items are deposited in Zenodo under the owner-approved conditions once the legal register row is signed. The Preservation and Continuity Plan covers mirrors and closure of a network. A native OAI-PMH endpoint is not built; Zenodo serves OAI-PMH.
Ethics
Aligned with the COPE Core Practices. Alignment is a commitment, not a claim of membership.
